
Frank Carroll is a shareholder at Winstead PC in its Austin office. He is a double board-certified attorney whose practice focuses on land use matters and real estate litigation. Frank is board certified in both Civil Trial Law (National Board of Trial Advocacy) and Property Owners Association Law (Texas Board of Legal Specialization)—the first attorney in Texas to hold both board certifications.
During law school, Frank worked for Chief Judge Jennifer Elrod of the United States Court of Appeals for the Fifth Circuit and Judge Gray Miller of the United States District Court for the Southern District of Texas. He later served as a councilmember for the City of Katy, Texas, in the aftermath of Hurricane Harvey, assisting in efforts to overhaul the city’s infrastructure.
He earned his law degree from the University of Houston, where he served as an editor of the Houston Law Review and member of the mock trial, ADR, and moot court teams—earning the distinction of winningest advocate in school history. He earned his undergraduate degree, with honors, from the University of California, San Diego, and was inducted into Phi Beta Kappa. He and his wife, April, are blessed to be raising four children, ages 2 through 20.
