Jacob Thayer

Jacob is an attorney in the National Security Division at the Department of Justice. He leads a team advising on the National Security Agency’s compliance with the Foreign Intelligence Surveillance Act, court rulings, and policy. He also oversees the Federal Bureau of Investigation and other agencies’ use of intelligence authorities.

Previously, Jacob was an active-duty Coast Guard judge advocate. In his last role, he advised the Coast Guard’s chief counsel and chief intelligence officer on law and policy relating to the Coast Guard’s intelligence activities and similar activities conducted pursuant to law enforcement authorities. Previously, he was a Coast Guard prosecutor based in Norfolk. Jacob continues his military service as the Reserves program manager and advisor for Coast Guard Base New Orleans. There he ensures all the reservists assigned to the Base and several outlying commands are deployable and trained in the delivery of healthcare, human resources, IT, engineering, and dining services.

Jacob has been recognized by the President’s Intelligence Advisory Board, the Intelligence Community’s general counsel, and the Intelligence Community’s Civil Liberties and Privacy Officer for his work. He was the top graduate in the Coast Guard’s Intelligence Officer Course.

A native of Houston, Jacob holds a law degree from Washington & Lee University; a Master of Public Affairs from the LBJ School of Public Affairs at The University of Texas at Austin; and a Bachelor of Arts in Political Science from The George Washington University. He was an Archer fellow in public policy and a Clements Center for National Security fellow in 2014
