
Stephen S. Davis is a senior legal fellow at Pacific Legal Foundation. Steve’s work focuses on property rights scholarship and litigation. Prior to joining PLF, Steve litigated property-rights cases in private practice in federal and state trial and appellate courts.
Prior to private practice, Steve served as an Assistant United States Attorney for the Eastern District of Missouri, specializing in representing government officials in constitutional tort cases and acting as lead counsel throughout all trial-court litigation and appeals in the Eighth Circuit. From 2001 to 2006, Steve served as the Chief Clerk and Administrator of the Missouri House of Representatives, where he managed all legislation and operations, implemented House rules, oversaw and testified regarding House-budget appropriations, and led the House management team of directors and the House’s two-hundred staff members. Steve graduated from Brigham Young University and the University of Missouri-Columbia School of Law. He is a member of the Missouri Bar and the District of Columbia Bar.
Steve and his wife, Cara, are the proud parents of four children and live in St. Louis, Missouri.
